“A Gold Coast businessman with ties to former Liberal MP Stuart Robert remains listed as a director in at least 10 Australian companies despite “severing ties” and living abroad.

John Margerison had been called as a key witness for a parliamentary hearing in July into contracts awarded by Services Australia and the National Disability Insurance Agency.

But public accounts and audits committee chair Julian Hill said the hearing could no longer go ahead after Margerison’s lawyer informed him the businessman had severed all ties with Australia and was now living overseas, outside the jurisdiction of parliament.

Guardian Australia can reveal, however, Margerison remains a director of at least 10 Australian companies, including four linked to the DJ Group associated with NDIS providers.

Consulting giant KPMG has been accused by whistleblowers of wasting public money, submitting inflated invoices and billing the Department of Defence for hours never worked.

About the same time, the whistleblower claimed personal connections helped KPMG land a $14 million contract for a defence logistics project — despite it being the most expensive tender option.

Within 12 months, KPMG had reaped $4 million from contract extensions.

In the consulting world, it is known as "land and expand".

"It's about getting very, very close to government, finding out what's going on using the contacts, and then growing the business," Senator O'Neill said.

"The whole business model of these companies is 'billable hours'; the longer they stay there, the less efficiently they do the job."
