Morrison created the "On the Water Rule" Demanded secrecy on the threat of jail for any leaks because it was as Immigration Minister convenient for him. Then he leaked the matter of a boat being apprehended himself on election day when the Navy, ASIO and Border Security refused to do so on his original order.
One might wonder if this whole scenario wasn't a set up by Morrison himself purely for political point scoring before the election with the whole event being a few days late. Just another Morrison's Miracle.
